A truly "new" server list today is less about getting a vast collection and more about finding the last few stable holdouts. For KAD, the issue is different: a new user with an old eMule client might have outdated bootstrap nodes, making it hard to enter the KAD network. For them, a "new KAD list" means a fresh nodes.dat file.
